**Contract title:** Sistema Dinámico de Adquisición para la contratación de los servicios de coordinación de seguridad y salud en obras

**Description of the procurement:** The contracting authority, Ministerio de Fomento, intends to establish a Dynamic Purchasing System (DPS) for the award of framework agreements for the provision of coordination services for safety and health in the construction of works. The DPS will be divided into 3 lots, as follows:

Lot 1: Coordination services for safety and health in the construction of buildings and civil works.

Lot 2: Coordination services for safety and health in the construction of transport infrastructure.

Lot 3: Coordination services for safety and health in the construction of energy infrastructure.

The estimated total value of the DPS is EUR 10,000,000, excluding VAT. The estimated duration of the DPS is 4 years, with the possibility of extension for an additional 2 years. The estimated start date of the DPS is 01/01/2024.

The contracting authority reserves the right to award one or more framework agreements under the DPS, depending on the number of economic operators that meet the selection criteria and the needs of the contracting authority. The minimum number of economic operators to be admitted to the DPS is 5, and the maximum number is 20.

The contracting authority will evaluate the tenders based on the following criteria:

- Technical capacity (40 points)

- Economic capacity (30 points)

- Experience (20 points)

- Quality of the proposal (10 points)

The contracting authority will award the framework agreements to the economic operators that obtain the highest scores in the evaluation of the tenders. The contracting authority reserves the right to negotiate the terms and conditions of the framework agreements with the selected economic operators.

The contracting authority will publish the results of the evaluation of the tenders and the award of the framework agreements in the TED eTendering platform. The contracting authority will also publish the names of the economic operators that have been admitted to the DPS and the names of the economic operators that have been excluded from the DPS.

The contracting authority will monitor the performance of the economic operators that have been admitted to the DPS and will take the necessary measures to ensure the proper execution of the coordination services for safety and health in the construction of works. The contracting authority will also ensure that the economic operators comply with the terms and conditions of the framework agreements and the applicable legal and regulatory requirements.

The contracting authority will publish the results of the monitoring of the performance of the economic operators and the measures taken to ensure the proper execution of the coordination services for safety and health in the construction of works in the TED eTendering platform.
