An Danmhairg – Sea wall construction work – Udbud af hovedentreprisekontrakt vedrørende forstærkning af Ballum Dige

Digelaget i Brede Ådalen is an association responsible for maintaining and securing the dykes along Brede Å to prevent flooding of the adjacent agricultural areas and valleys. The work of Digelaget i Brede Ådalen therefore often involves maintaining dykes and slopes to ensure stability against water pressure. In accordance with this, Digelaget i Brede Ådalen now wishes to strengthen the existing Ballum Dike with clay and sand along the stretch from Rømø Dæmningen and south to Vesterende, which totals approximately 7,500 meters. The work will also include excavation and creation of a lake area in connection with the extraction of the clay and sand deposits used for Ballum Dike. On this basis, Digelaget i Brede Ådalen wishes to enter into a construction and installation contract ("the Contract") which will primarily include the following works and their main quantities:

1. Milling of the vegetation layer on approximately 18.5 ha of dike (on the existing dike slope, foreland, and dike crown)

2. Excavation of 26.8 ha of vegetation layer and temporary deposition thereof on the existing dike slope, foreland, dike crown, and back slope

3. Excavation from the existing dike, transport, and incorporation of approximately 63,350 m3 of raw soil into the dike

4. Excavation from the existing dike and disposal of approximately 23,550 m3 of raw soil from the dike

5. Excavation from the lakes, transport, and incorporation of approximately 182,250 m3 of clay

6. Relaying of the vegetation layer and reseeding on the new dike profile, 26.8 ha. This is supplemented with the transport of vegetation soil from the lakes

7. The quantities of raw soil and clay required for the project are to be extracted by the contractor in connection with the excavation of new lakes close to the sub-project. The materials are transported to the dike and incorporated by the contractor. The contractor keeps the lakes dry in connection with the excavation work

8. Completion of the lake banks and re-establishment of the affected areas around the lakes

9. Fertilization and reseeding of all affected areas.

All the areas where work is to be carried out are located at Ballum in Tønder Municipality. The clay to be used for the reinforcement will be delivered as a client delivery, the estimated value of which is approximately 15-16 million kroner. However, the transport of the clay will be included in the works associated with the tendered Contract. In addition, a smaller supplementary purchase and delivery as well as the laying of suitable stable gravel or crushed concrete for the maintenance of interim roads and work roads from the excavation site to the dike incorporation sites will also be included in the Contract. Digelaget i Brede Ådalen cannot provide electricity, but can be helpful. The works related to the actual dike construction are to be carried out from March/April 2027 to October 2028 and may be carried out during the period from 04:00–18:00, provided that this does not conflict with other regulations, including the permit from Kystdirektoratet. It is also expected that work at the excavation sites can commence approximately one month earlier, i.e. in February 2027. For the sake of dike safety, the contractor is obliged to pause the execution from October 2027 to February 2028, after which the work can be resumed. At the time of the publication of the tender, Digelaget i Brede Ådalen has not received final permission from Kystdirektoratet for coastal protection. The permit is therefore provisionally attached as an application and will be replaced by the final permit when it is received. Digelaget i Brede Ådalen expressly reserves the right to cancel the tender if final permission is not obtained. Digelaget i Brede Ådalen also expressly reserves the right to wait for the conclusion of a contract with the winning bidder until final permission is obtained. Furthermore, Digelaget i Brede Ådalen expressly reserves the right to cancel the tender if Digelaget i Brede Ådalen does not receive the necessary financing from Tønder Municipality for the implementation of the project, and in this case, Digelaget i Brede Ådalen also expressly reserves the right to wait for the conclusion of a contract with the winning bidder. Digelaget i Brede Ådalen has not divided the tendered construction and installation contract into sub-contracts, as Digelaget i Brede Ådalen assesses that such a division would result in a number of inappropriate technical, legal, and practical interfaces with the associated risk of increased transaction costs and risk exposure for Digelaget i Brede Ådalen (hereinafter "Client"). In particular, the documents work description for the workplace, work description for traffic-regulating measures, Asfalt - AAB-SAB-P, AAB-SAB-P SOS and AAB-SAB Earthworks contain a detailed description of the tasks that are included in the Contract. Any reference to standards shall be understood as a reference to the mentioned standard or equivalent. If the bidder does not meet the mentioned standard, but equivalent, the bidder must in the bid document that the offered solution on the relevant parameters is equivalent. The tender is carried out electronically using the tender portal www.udbuddet.dk. The bidder must therefore register as a license holder at www.udbuddet.dk. Registration can be done without cost. No remuneration is paid for the bidders' participation in the tender process. Bidders are encouraged to carry out an inspection of the stretch where the reinforcement is to take place. This is particularly due to the fact that the construction and installation works included in the tendered Contract are tendered as a fixed price. This means that the contractor's remuneration is not adjusted, regardless of whether the quantities stated in the bid list, which form the basis for the fixed price, should prove to be different during the execution of the work. This is also the reason why the Client can make the 3D measurements, which form the basis for the quantities in the bid list, available for part of the tender material.
