Main subject: 35815100-1 bulletproof vests; Additional subjects: 35813000-6 helmets; 38632000-4 night vision goggles; 31521320-3 helmet-mounted lights. Contract subject description - attachments no. 8 (relating to part 1 of the contract), 9 (relating to part 2 of the contract), 10 (relating to part 3 of the contract), 11 (relating to part 4 of the contract), 12 (relating to part 5 of the contract), to the Contract Conditions Specification - hereinafter SWZ. The contractor may submit a bid for one, some or all parts of the contract. The contractor may submit a bid for a maximum of 5 parts of the contract. The contractor will deliver the contract subject with their own transport, at their own cost and risk, to the address of the Contracting Authority, i.e. the premises indicated by the Contracting Authority in the building of the Dolnośląskie Urząd Wojewódzki in Wrocław, pl. Powstańców Warszawy 1, 50-153 Wrocław. The procedure is conducted in the form of an unrestricted tender in accordance with Article 132 of the Pzp and in accordance with the SWZ. The Contracting Authority intends to apply the procedure referred to in Article 139 of the Pzp. The Contracting Authority: a) does not conduct a procedure for the conclusion of a framework agreement, b) does not envisage settlement with the contractor in foreign currencies, c) does not envisage the conduct of an electronic auction, d) does not envisage the submission of a bid in the form of electronic catalogues, e) does not envisage the granting of advances on account of the performance of the contract, f) does not allow for the possibility of submitting variant bids, g) does not reserve the possibility of applying for the award of the contract exclusively by contractors referred to in Article 94 of the Pzp, h) due to the subject of the contract, does not set requirements related to the performance of the contract referred to in Article 95 of the Pzp, i) does not envisage requirements in the field of employment of persons referred to in Article 96(2)(2) of the Pzp, j) does not envisage the conduct of a local inspection at the place of delivery of the contract subject, k) on the basis of Article 138(2)(2) of the Pzp, the Contracting Authority shortens the deadline for submitting bids, but not shorter than 15 days from the date of transmission of the contract notice to the Official Journal of the European Union. The Contracting Authority is obliged to provide explanations without delay, but not later than 4 days before the expiry of the deadline for submitting bids in the case referred to in Article 138(2)(2) (in the case of a shortened deadline for submitting bids), provided that the request for clarification of the content of the SWZ was submitted to the Contracting Authority not later than 7 days before the expiry of the deadline for submitting bids. The draft provisions of the contract regarding the public contract, which will be introduced into the content of the contract, are attachments no. 2, 2a, 2b, 2c, 2d to the SWZ. Contract performance deadline: 30 days from the date of signing the contract. The contractor will be bound by the bid for a period of 90 calendar days. The first day of the bid binding period is the day on which the bid submission deadline expires. The contractor may entrust the performance of part of the contract to a subcontractor. In the event of performance of the contract subject with the use of subcontractors, the Contracting Authority requires the contractor to indicate those parts of the contract, the performance of which the contractor intends to entrust to subcontractors, and to provide the proposed subcontractor companies (Part II Section D of the JEDZ document) - if they are known at this stage; further - point 8 SWZ. The Contracting Authority: a) does not require the submission of a bid bond, b) does not require the contractor to provide security for the proper performance of the contract. The Contracting Authority has determined the conditions for participation in the procedure in terms of technical or professional capacity. Detailed requirements in this regard have been described in point 7.1.4 of the SWZ. The Contracting Authority requires the submission of subject evidence means together with the bid, i.e. attachments no. 1a, 1b, 1c, 1d, 1e to the SWZ and the specified/required remaining subject evidence means (marked with an "X" in the "Documents to be
