An Fhrainc – Noise-control consultancy services – Programme de résorption des PNB

SNCF Réseau d’Ile De France has engaged in a programme to eliminate Noise Blackspots (PNBf) caused by rail traffic, in response to the interministerial circular of 25 May 2004. This programme aims primarily to reduce noise at the source, and then to complement these actions with enhanced acoustic insulation of facades. The Direction Générale Ile De France of SNCF Réseau has commissioned acoustic studies from providers in 34 intercommunalités outside the Métropole du Grand Paris. These studies have precisely identified the PNBf and estimated the dwellings affected by the exceedance of regulatory thresholds (level AVP). For dwellings eligible for facade acoustic insulation work, acoustic diagnostics must be carried out (level PRO), before proceeding, if necessary, to works (level REA). The contract must meet the PRO and REA phases. Consequently, the contract aims to establish a framework agreement for intellectual services for the elimination of Noise Blackspots (PNB) in Île-de-France. It covers the selection of acoustic engineering firms tasked with: - Contacting residents, - Carrying out acoustic diagnostics, - Managing the works contract phase (consulting joiners on behalf of residents). The successful tenderer must determine the number of dwellings/equipment and identify the owners within a defined perimeter. Based on these elements, the successful tenderer will carry out the other tasks set out in the unit price schedule (carrying out diagnostics, drawing up technical files, drawing up and signing agreements, consulting firms for the works to be carried out, monitoring and receiving works…). The contract is divided into 8 geographical lots, and takes the form of a framework agreement with order forms (single-operator for each lot). Each lot is concluded for a firm period of 60 months.
