Is é aidhm an tionscnaimh seo seirbhísí 'Smart Hands' cumasach a chinntiú, go príomha i gceangal leis an dá ionad dáta NRK ́s 2. Beidh an tionscnaimh déanta de réir an Acht um Tionscnaimh Poiblí 17 Meitheamh 2016 (LOA) agus na rialacha tionscnaimh poiblí 12 Lúnasa 2016 uimh. 974 (FOA) páirteanna I agus III, chomh maith leis na rialacha sa doiciméad iontráil. Beidh an conradh bronnta de réir an próiseas tráchtála. Beidh an seirbhís ag dul ar aghaidh le linn tréimhse an chonartha. Beidh an conradh i bhfeidhm ar feadh 2 (dhá) bliana ón lá a shínítear an conradh. Tá rogha ag an údarás tionscnaimh chun an conradh a fheistiú ar feadh 2 (dhá) bliana eile agus ansin is féidir leis an conradh a fheistiú bliain amháin amháin.
