**Description:** The contracting authority is seeking to procure a comprehensive Parking Fines Management System (PFMS) that includes mobile data storage and transmission devices. The system should be capable of managing parking fines, integrating with existing systems, and providing real-time data access. The contract will include the supply, installation, maintenance, and support of the system for a period of 36 months. The system should be scalable and able to handle up to 1,000,000 transactions per year. The contracting authority requires a system that is user-friendly, secure, and compliant with relevant data protection regulations. The system should also include reporting and analytics capabilities to monitor and evaluate the performance of the parking fines management process.

**Eligibility Criteria:**

- The tenderer must be a legal entity established in the EU.

- The tenderer must have a valid tax identification number.

- The tenderer must have a proven track record in supplying and maintaining similar systems.

- The tenderer must provide evidence of financial stability and solvency.

- The tenderer must provide a detailed technical proposal and a competitive price offer.
