Väylävirasto has decided to enter into 4-year framework agreements for the Helsinki-Riihimäki capacity enhancement, construction, monitoring and design tasks related to the second phase of additional funding. The agreement may be extended for up to four option years, one year at a time. The additional funding will implement a new freight rail line that begins at Hyvinkää station from the Hangon railway's main tracks, west side, crossing other tracks at Monni and ending at Riihimäki freight yard. Additionally, the project will implement changes to bridges and other structures, safety and electrification systems, and noise abatement. The area's construction plans will be completed approximately at the beginning of 2027. The purchaser will commission the additional funding section based on this framework agreement for the tasks of the construction consultant and the track work supervision. The tasks of the assignments may include, for example, a safety coordinator, safety equipment installer, electrification and high-voltage installer, environmental coordinator, design management expert, electrification work supervisor, safety equipment work supervisor, superstructure work supervisor, bridge and structure work supervisor, project engineer and project assistant. The amount of work to be done within the framework agreement is approximately 1,500,000 euro (VAT 0%) per year and approximately 10,000,000 euro (VAT 0%) during the validity of the framework agreement. The estimate is not binding on the purchaser. The framework agreement will be entered into with a minimum of two (if fewer than 2 bids are accepted, the framework agreement may also be entered into with one contractor) and a maximum of four suppliers. Positions 3 and 4 will be included in the framework agreement if the accepted comparison price difference of these positions is less than 25% from the lowest. The agreement also includes four (4) separate option years (2031, 2032, 2033 and 2034). The purchaser will notify in writing of the use of the option at least two (2) months before the end of the contract period. The use of the option requires the approval of both parties.
