Gasgrid Finland Oy is a state-owned company that acts as the system operator for the natural gas transmission network in Finland. The company provides safe, reliable and cost-effective gas transmission and actively and customer-orientedly develops the transmission infrastructure, service offering and gas markets to promote a future carbon-neutral energy system. Gasgrid Vetyverkot Oy is a subsidiary of Gasgrid Finland Oy, established in 2022, whose task is to promote Gasgrid's role as a developer of the hydrogen economy. The aforementioned are referred to jointly in the following as ("Procurement Unit" or "Gasgrid"). In this procurement, the Procurement Unit is seeking two (2) framework agreement contractors to manage the maintenance, modification and connection contracts of the gas transmission network it manages, as well as construction contracts for network-related entities, such as pressure reduction and valve station construction contracts. The selected framework agreement contractors will initially act as the main contractor and main implementer of the sites being built. The contracts resulting from this procurement process will be used, especially at the beginning of the contract period, by the Procurement Unit for the construction of large 100MW - 500MW pressure reduction stations to be built on site. The scope of delivery includes, for example, the following (not limited to these): - Construction of the transmission pipeline - Construction work for the pressure reduction station - Equipment and piping installations for the pressure reduction station - SIA installations for the pressure reduction station The scope of delivery is described in more detail in Appendix 4 (Provisional Scope of Delivery) of this procurement notice. The framework agreements are scheduled to enter into force in ~Q2/2026, and the planned duration of the agreements is 3+2+2 years. The mini-tendering and contractor selection mechanisms for the orders under the framework agreements are described in more detail in the following phases of the procurement process. The Procurement Unit reserves the right to implement the mini-tendering process for the first order in part simultaneously with the procurement process for the framework agreement. The contract does not include a purchase obligation and does not give the selected contractors the sole right to the construction contracts in accordance with the Procurement Unit's procurement description.
