The European Commission intends to establish a framework agreement for the provision of insurance services. The framework agreement will cover a wide range of insurance services, including but not limited to: Property insurance, Casualty insurance, Marine insurance, Aviation insurance, Motor insurance, Liability insurance, Personal insurance, Health insurance, Travel insurance, and other related insurance services.

II.2.1) Additional information
The framework agreement will be divided into 4 lots, each covering a specific category of insurance services. The lots are as follows:
Lot 1: Property insurance
Lot 2: Casualty and Motor insurance
Lot 3: Marine, Aviation and Travel insurance
Lot 4: Liability, Personal and Health insurance
II.2.2) Description of the services to be provided
The services to be provided under the framework agreement include, but are not limited to, the following:
- Provision of insurance coverage for the European Commission's assets, liabilities, and risks
- Risk assessment and management services
- Claims management services
- Policy administration and management services
- Loss prevention and control services
- Insurance consulting and advisory services
II.2.3) Information about staff responsible for the performance of the service
The services will be provided by qualified and experienced insurance professionals.

The services do not require any security clearance.
Section III: Conditions for participation
III.1) Conditions for participation
III.1.1) Suitability to pursue the professional activity
List and brief description of conditions:
- The economic operator must be established in the European Economic Area (EEA) or in a country that is a signatory to the Agreement on Government Procurement (GPA)
- The economic operator must have the necessary insurance licenses and authorizations to operate in the EEA
- The economic operator must have a proven track record of providing insurance services for at least 5 years
- The economic operator must have the necessary financial resources to perform the contract
III.1.2) Economic and financial standing
List and brief description of selection criteria:
- The economic operator must have an annual turnover of at least EUR 5,000,000 for the last 3 fiscal years
- The economic operator must have a minimum of EUR 1,000,000 in equity
- The economic operator must have a minimum of EUR 500,000 in liquid assets

List and brief description of selection criteria:
- The economic operator must have a minimum of 5 years' experience in providing insurance services
- The economic operator must have a minimum of 3 references from satisfied clients in the public sector
- The economic operator must have a minimum of 2 qualified insurance professionals on staff
