Ustanovljanje Jednostranačnog Okvira za Pružanje Obrazovanja i Savjetovanja o Nabavi

The purpose of this procurement exercise is to establish a Single-Party Framework Agreement for the provision of procurement training and advice to the European Commission and other EU institutions, bodies, and agencies. The Framework Agreement will have a duration of 48 months.

The objective of the Framework Agreement is to ensure a continuous and high-quality supply of procurement training and advice, tailored to the specific needs of the European Commission and other EU institutions, bodies, and agencies. The services to be provided under this Framework Agreement include:

- Design and delivery of tailored procurement training courses and workshops

- Provision of expert procurement advice and support

- Development and maintenance of e-learning materials and resources

- Organisation of conferences and events related to procurement

The estimated total value of the Framework Agreement is EUR 1 500 000, excluding VAT.

The deadline for the submission of tenders is 15.00 (Brussels local time) on 15/03/2024. Tenders must be submitted electronically via the eTendering platform.

The award criteria for this procurement exercise are as follows:

- Technical criteria: 70 points

- Economic criteria: 30 points

The minimum requirement for the technical criteria is 49 points (70% of the total points available for the technical criteria).

The European Commission reserves the right to negotiate with the tenderers who have submitted the most economically advantageous tenders, in accordance with the applicable rules and procedures.

The Framework Agreement will be awarded to the tenderer who submits the most economically advantageous tender, in accordance with the award criteria set out in this notice.

The European Commission will use the Framework Agreement to place orders for the provision of procurement training and advice, as and when required.
