A tender procedure is conducted in accordance with the provisions of the Act of 11 September 2019 on Public Procurement (Journal of Laws of 2024, item 1320, as amended). The procedure is conducted in the form of an unrestricted tender in accordance with Article 132 of the Public Procurement Act. The subject of the contract is the service of preparing design and cost documentation for the renovation of buildings, divided into 4 (four) parts of the contract. Common Procurement Vocabulary (CPV) Code: 71220000-6 Architectural design services. The detailed description of the subject of the contract is specified in Annexes No. 1, No. 5.1. – 5.4. and No. 4 to the TED, i.e.: Tender Form, Description of the Subject of the Contract and Draft Contract Clauses. The Contracting Authority allows the submission of partial offers, each of which will be assessed by the Contracting Authority separately, according to the rules described in the TED. The contract has been divided into parts, in accordance with the description contained in Annex No. 1 to the TED. Each of the Contractors may submit a tender for any chosen part/parts. It is not allowed to indicate in the prepared design documentation trademarks, brand names, patents or the origin of products, devices and materials. The only exception is the case where the indication of trademarks is justified by the specificity of the subject of the contract and it is not possible to describe the subject of the contract using sufficiently precise terms. The Contractor is obliged to describe in the documentation the specificity causing the need for such an indication and to use the words “or equivalent”, together with the specification of the detailed parameters that will enable the admission of goods or devices of other manufacturers as equivalent. [Local vision requirements] The Contracting Authority, due to the specificity of the subject of the contract, requires the submission of a tender after the Contractor has conducted a local vision. Attention! The Contracting Authority will reject the tender of the Contractor if: [...] “it was submitted without conducting a local vision or without checking the documents necessary for the implementation of the contract available at the Contracting Authority, in cases where the Contracting Authority required this in the contract documents”. The local vision may be conducted on weekdays from Monday to Friday from 8.00-14.00. Contractors or authorized employees of the Contractors may participate in the local vision. Before the local vision, the Contractor should send to the Contracting Authority a list of participants 2 days before the planned local vision. The Contracting Authority will confirm the possibility of conducting the local vision in the requested period in writing to the email address indicated by the Contractor. Rules for entering the military complex area: Entry to the military complexes K-0044, K-8829, K-1024, K-0009 will be through the Passport Office, where Contractors will receive passes marked "GUEST"; Contractors should have with them: - ID card; - security clearance to the minimum clause "RESTRICTED", - training in the field of protecting classified information. The Contracting Authority does not reserve the possibility of applying for a contract to be granted exclusively by Contractors referred to in Article 94(1) of the Public Procurement Act, i.e. having the status of a protected employment establishment, social cooperatives and other Contractors, the main aim or main aim of the activity of their organizationally separate units, which will implement the contract, is the social and professional integration of socially marginalized persons.
