A Weinschenk-villa, a protected monument with a garden in Regensburg, built in 1899, is to be renovated and repurposed. In 1983, a renovation was carried out. The owner, Kulturell-Gemeinnützige Oberpfalz GmbH, Regensburg, wishes to repurpose the villa for public institutions and renovate it in accordance with monument protection guidelines. The Weinschenk-villa is to become a central cultural hub for the district, a house for the mediation of remembrance culture and for encounters. It is to make a well-founded contribution to value and democracy education. (Further information see information documents "Short Concept"). The villa was built by the Jewish builders Weinschenk as a representative residential building. The representative rooms such as the hall, dining room, rococo room and Arabic room are located on the high ground floor, testaments to the lived salon culture of the builder's family. These rooms are to be revitalised according to their original function and used, among other things, for music events, exhibitions and conferences. Access from the event area to the garden is desired. The lower or basement floor is currently used for a caretaker's apartment, toilet facilities and ancillary rooms. Structural damage, such as the dampness of the walls, etc., can be identified. The upper floor and the attic, including the tower room, are currently occupied by office spaces. Damage to the roof structure is suspected. During the 1983 renovation, these floors were largely remodeled and adapted for residential and office use. As part of future planning, demolition work is to be examined. Rooms for the district's cultural and local history institutions and the Sudetendeutsche Musikinstitut with archive (SMI) are to be created in the lower, upper and attic floors. There is currently no room programme. If the existing usable areas are not sufficient, an extension in the garden area is conceivable, possibly the also monument-protected Remisengebäude can be used for this. The villa is to meet today's state of the art, to be technically and statically upgraded and functionally adapted for the public and cultural institution. In particular, barrier-free use must be ensured, fire protection and escape routes must be taken into account, and the monument must be energetically upgraded or optimised. The protected outdoor facilities are to be renovated (e.g. fountain, paths), plans for this are to be integrated into this tendering procedure. The subject of the contract are the architect's services for building and interior design according to HOAI Part 3 Section 1, phases of performance 1 – 9. A phased award of the services is reserved. No additional fee claims may be made from the phased commissioning. The client assigns the measure to the fee zone IV. The planning is to begin immediately after the award of the contract.
