A tendering procedure's purpose is to conclude a framework agreement according to § 131 of the law with one supplier. The subject of the performance of public contracts awarded on the basis of the framework agreement will be the provision of consulting and advisory services for the needs of the contracting authority. The subject of the performance of public contracts awarded on the basis of the framework agreement is broadly specified in the draft framework agreement (annex to the tender documentation). The subject of the performance of public contracts awarded on the basis of the framework agreement is the provision of qualified services in the preparation of the PPP project for the Reconstruction, modernisation and operation of public lighting in Plzeň. This involves the provision of consulting and advisory services in the field of project management, the provision of consultations in the field of quality management, economic advisory and other advisory services. The services provided will include, in particular, the availability of personnel capacities in the field of preparing PPP projects, which will be available to the contracting authority, in particular in the following areas: a) preparation of the basis for the implementation of the PPP project, including drafts, amendments and/or reviews of the PPP project; b) project and program management and the provision of organisational, management and administrative services related to this, including support in coordinating suppliers; c) quality, risk management and the provision of independent supervision and audit of the contracting authority's projects and the provision of support for project management and service management; d) the provision of services related to the management of PPP projects and the control of the quality of services in the PPP field; e) the provision of consultations, analyses, preparation of bases and documents in the field of certification and quality management; f) the provision of other expert and consulting services in the PPP field. The provision of Services will be implemented on the basis of a primary order issued without unnecessary delay upon the effectiveness of the framework agreement. Particularly important activities can also be ordered separately by separate orders on the basis of the specific requirements of the contracting authority with a specific specification of the terms of performance, and this by means of separate contracts concluded on the basis of written invitations from the contracting authority.
