A tendering procedure's goal is to procure the described services/products and to select an experienced supplier who, together with the UGZ, can design, implement and operate the further development of the THG-monitoring of the city of Zurich. The first implementation unit, consisting of data collection, design and the provision of "Release 1," should serve as the basis for this. Based on this, further implementation units and system extensions are to be designed, implemented and operated iteratively and according to the prioritisation defined in the project. In this context, it is extremely important for the UGZ that the partner takes over the leadership & control in the project as a general contractor (GU) and fully supports the UGZ. The UGZ itself has only limited ICT resources.
