A DPS is created for the supply of various types of medical devices and consumables for the needs of MABAL "Dr. Ivan Seliminski" AD. During the operation of the Dynamic Purchasing System (DPS), the contracting authority may make partial changes to the initially planned technical specification by adding new medical devices and consumables and/or changing the planned quantities. The quantities indicated in the attached "Technical Specification" documentation are forecasted and do not obligate the Contracting Authority to order them in the forecasted volume. The actual execution of the public order will be determined based on the actually delivered medical devices and consumables, within the financial resource. The exchange of documents and messages between Contracting Authorities, candidates, participants and contractors of public procurement is carried out through the Centralised Electronic Platform. The Dynamic Purchasing System (DPS) is carried out in stages. According to Art. 101 of the PPA, depending on the stage of the procedure, candidates submit applications for participation, and qualified (admitted) candidates submit offers. The DPS is managed as a fully electronic process and throughout the validity period of the purchasing system it is open to any economic operator /performing authority/IO/ that meets the selection criteria. The indicated selection criteria are also exclusion criteria. The Contracting Authority ensures full, unlimited and direct access to the documentation for the current procedure through the Centralised Electronic Platform, called "the platform". Applications and offers must be prepared and submitted in accordance with the requirements of Art. 101 of the PPA and Art. 47 of the PPA, within the timeframe indicated in the notice. Each application and each offer is submitted in the system of CAIS EOP 2. DPS validity period The validity period of the DPS is 48 months. The Dynamic Purchasing System is open throughout its validity period to any candidate who meets the selection criteria. Access and participation in it are free and free of charge for all interested parties. The validity period of the contracts concluded on the basis of restricted procedures within the DPS is for a period of up to 24/twenty-four/ months. 3. Place of performance of the order The types of products, which are the subject of this public procurement, must be delivered by the contractor to the warehouse for medical devices and consumables of MABAL "Dr. Ivan Seliminski-Sliven" AD, located at the address: Sliven, ul. "Hristo Botev" No. 1. The current procedure is divided into nomenclatures with sub-nomenclature units (rows). Participants may submit an offer for one or more nomenclatures with sub-nomenclature units (rows). The DPS proceeds in two stages: First stage /initial collection of applications for participation/: Qualification of suppliers (admission of suppliers to the system). At this stage, applications for participation are collected. The applications for participation /EEEDOP/ contain/ information about the personal status of the candidates and the selection criteria. Deadline for submission of initial applications - 10.09.2026. The review of the initial applications for participation will be carried out within 10 working days from the deadline for submission of initial applications. An invitation for a specific order will not be announced until all initial applications have been reviewed. Applications may be submitted after the deadline for submission of initial applications, in which case candidates will receive invitations after their inclusion in the DPS has been approved. The Contracting Authority determines with a Selection Decision the qualified suppliers. After the Selection Decision comes into force, the second stage of the procedure follows. Second stage /collection of offers on specific invitations/: This is followed by the sending of an invitation to submit offers for a specific public procurement to those suppliers who have been qualified/admitted. The offers contain a technical and price proposal. According to Art. 39, para. 1 of the PPA, with the submission of an offer, it is considered that the candidates agree to all the conditions of the Contracting Authority, including the validity period of the offers determined by it and the draft contract. An invitation for a specific order will not be announced until all initial applications submitted within the above-mentioned deadline have been reviewed. In specific orders by invitation, the offers will be classified according to the requirements of the Contracting Authority indicated in the documentation and the attachments to the order. Unlimited, full and direct access to the documentation for the public procurement is ensured throughout the validity period of the DPS. *At any time, interested parties may submit applications for admission/inclusion in the DPS. The Contracting Authority will review the newly submitted proposals twice a month (1st and 15th of the month) or every two weeks. The Contracting Authority issues a decision on the admission of candidates to participate in the Dynamic Purchasing System (DPS). After reviewing each submitted application for participation, the Contracting Authority issues a selection decision, with which the qualified candidates are included/joined in the Dynamic Purchasing System (DPS).
