**Short Description:** The European Commission, Directorate-General for Human Resources and Security, intends to conclude a framework agreement for the provision of cargo transport services. The framework agreement will cover the transport of goods, including sensitive and classified information, between various locations within the European Union and, if necessary, to third countries.

**Eligibility Criteria:**

- Suppliers must be established in the European Union.

- Suppliers must have a valid transport license.

- Suppliers must have a valid insurance policy covering the transport of goods, including sensitive and classified information.

- Suppliers must have a proven track record in the transport of goods, including sensitive and classified information, for at least 3 years.

- Suppliers must have a valid security clearance certificate.

- Technical and professional ability.

- Financial and economic standing.

- Previous experience in the transport of goods, including sensitive and classified information.

- Quality of the proposed services.

- Pricing.
