A tender process includes a contract relating to the delivery, implementation, maintenance, support and development of an IT solution to support the Social and Housing Agency's management of their interpreting scheme for citizens with a hearing impairment – the Interpreter Portal. The Social and Housing Agency's current IT solution to support the Interpreter Portal is a customer-specific developed solution, which was commissioned in 2011. The solution has since been continuously developed and expanded with both basic functionality and supplementary and supporting functionality, including integration with public IT solutions (e.g. NemID). Furthermore, the solution includes an app-based sub-component (the Interpreter app), which gives interpreter users the ability to sign off completed interpreting tasks, as well as giving interpreters access to an overview of their own interpreting tasks. The current IT solution supports the area of sign language, writing and deafblind interpreting in Denmark. The solution ensures that citizens with a hearing impairment can submit an application, which the granting authority can process, and that an interpreting supplier can then find a suitable interpreter to carry out the interpreting task. All citizens with a hearing impairment with an interpreting need can apply for registration on the IT solution and can use the Interpreter Portal to request an interpreter. The current solution also facilitates the granting and processing of grants with associated interpreting tasks, as well as forming the necessary invoicing basis that the interpreting supplier can invoice from. There are currently two granting authorities connected to the IT solution: DNTM and STUK. Both authorities support interpreter users throughout the country via the joint framework agreement entered into with interpreting suppliers. As part of the performance of their regulatory duties, other public actors and authorities – including regions and e.g. the police – can be set up in the solution and order an interpreter to carry out a grant. The current IT solution's functionality covers, to a large extent, the current needs of the user groups and the stability/availability is high for the solution, but it does have a number of limitations, which it is hoped that the tendered IT solution to support the Interpreter Portal can address: - Functionality: There is a need for support for extended functionality. - Security: A number of tightened requirements for security, data protection and functional separation have been imposed from various sides, which it is assessed to be difficult and disproportionately costly to adapt the current solution to meet. - Architecture: There is a need for a flexible solution that minimises the Social and Housing Agency's costs when expanding functionality and supporting other policy areas. - Ownership as system owner: There is a need for the Social and Housing Agency to be able to transfer and further develop an IT solution to support the Interpreter Portal in a simple way, possibly in cooperation with a new supplier after contract expiry. The tendered delivery is structured as a delivery process, which is arranged iteratively with a focus on three (3) delimited sub-deliveries. This approach is intended to support ongoing planning, follow-up and quality assurance of the delivery as well as ensure the possibility of ongoing alignment between the customer and the supplier throughout the contract period. When the Social and Housing Agency has arranged an iterative approach focused on a number of sub-deliveries in the set terms for the development method, this is solely to ensure a flexible arrangement of the activities and not because the Social and Housing Agency considers a genuinely agile arranged development process to be necessary. In addition, the level of innovation is considered to be too low and the degree of change to be too small. More information follows from Contract Annex 04 – Delivery Description. The annual total volume is estimated at 1,700,000 DKK excl. VAT, with a total estimated value of 12,500,000 DKK (incl. options). The volume is exclusively indicative and is based on historical figures, which is why they cannot be taken as an expression of a guaranteed future turnover.
