Norway – Project management consultancy services – Consultancy services for project management in the Project New Government Block in the Ministry of Digitalisation and Management.

DFD would like to enter into a contract with a tenderer who has expertise in project management of major construction projects in order to assist in project owner management. for a new government quarter. The assistance shall contribute to the ministry exercising its role in the best possible way in the period from 2027 to 2032, with an option for one year. Assistance will be connected to all the phases of the remaining parts of the government quarter project: preliminary project phase, construction phase, final phase with transfer to operation and moving in. The Ministry would like to join up with two consultants who can follow the project and assist the Ministry in following-up and managing the different parts of the project. The new government quarter project has a high degree and security level and the consultants must be cleared or security cleared to a level secret by the start of the assignment, cf. annex 3. In addition to project management competence, one of the consultants offered must have security competence. The consultants shall have access to a professional environment with relevant competence who can support the consultants as needed, including absence, quality assurance and professional problems. The Ministry needs to join up with two consultants who can assist with: 1. Professional support for DFD in the role of project owner and contracting authority as needed, including give advice on following up the quality assurer ́s recommendations related to cost and progress. 2. Advice to DFD on the professional quality of all important decision basis of a technical and financial character that is prepared and/or presented to DFD for decision making. 3. As needed, participate in coordination meetings, project councils and meetings with the departments, as well as carry out limited review assignments. 4. Possible assistance with project support in order to strengthen the capacity in the Ministry ́s project group for strategic management of the project, coordination and follow-up of the some sub projects. 5. Assessments and recommendations to the Ministry ́s management as needed on the organisation and management of the project.
