Subject of this public procurement is the establishment and operation of the Dynamic Procurement System (DNS) to ensure expert capacities in the field of digital health, interoperability, secondary use of health data and cybersecurity, and this for the needs of preparation, design, implementation, development and support of projects and activities of the National Centre for Electronic Health (NCEZ). The subject of the fulfilment of individual public procurements awarded within the DNS will be the provision of experts and expert services corresponding to individual DNS categories according to the current needs of the contracting authority. Individual DNS categories represent circles of specialized expertise used in the implementation of projects and development activities of digital health. An overview of expert positions included in individual DNS categories, including requirements for their professional practice, experience and other professional prerequisites, is given in Annexes No. 1A to 1D of this tender documentation for the award of public procurements in the dynamic procurement system, which forms Annex No. 2 of this tender documentation. In the mentioned Annexes, the requirements of the contracting authority for individual expert positions and the way of their proof within the individual public procurements awarded in the DNS are set. The contracting authority points out that within the individual public procurements it may require one expert or a combination of several expert positions according to the needs of the specific public procurement. One expert position can be used across different projects, information systems or digital services. The subject of the fulfilment of individual public procurements awarded in the DNS, including the required expert positions, requirements for their experience, technical, commercial and other contractual conditions, will always be precisely specified in the invitation to tender according to § 141 ZZVZ and in its Annexes. The contracting authority reserves the right to extend the list of expert positions listed in Annexes No. 1A to 1D of this tender documentation for the award of public procurements in the dynamic procurement system during the duration of the DNS. In such a case, it will proceed in accordance with § 139a ZZVZ.
