**Lot description**: The contracting authority intends to establish a framework agreement for the provision of external personnel services in the form of executive search (headhunting) and support for internal and external recruitment procedures for certain specialist and (senior) management or key positions. The framework agreement will be divided into 3 lots:

Lot 1: Executive search (headhunting) services for specialist positions

Lot 2: Executive search (headhunting) services for (senior) management positions

Lot 3: Support for internal and external recruitment procedures for key positions

The estimated total value of the framework agreement is EUR 5,000,000, excluding VAT. The duration of the framework agreement will be 48 months, with the possibility of extension for an additional 24 months.

The contracting authority reserves the right to award one or more contracts under this framework agreement. The minimum and maximum number of contracts to be awarded is 1 and 10, respectively.

The contracting authority intends to use the framework agreement to cover its needs in the field of executive search (headhunting) and support for recruitment procedures for specialist and (senior) management or key positions. The framework agreement will be open to all entities of the European Commission and other EU institutions, bodies, and agencies.

The contracting authority will evaluate tenders based on the following criteria:

Best price-quality ratio (weighting 60%):

Technical capacity and experience (weighting 40%)

The contracting authority will award the contract to the tenderer offering the best price-quality ratio.

The deadline for the submission of tenders is 10/01/2024, 16:00 CET. Tenders must be submitted electronically via the eTendering platform of the European Commission, available at the following URL: https://etendering.ec.europa.eu

The contracting authority will not accept late tenders or tenders submitted by any other means.

The contracting authority reserves the right to reject any or all tenders, to cancel the procurement procedure, or to request additional information from tenderers. The contracting authority will not be liable for any costs incurred by tenderers in preparing and submitting their tenders.

The contracting authority will publish the results of the procurement procedure on the TED eTendering platform.
