**Description of the procurement:**

The European Commission, Directorate-General for Regional and Urban Policy, Unit B.1 - Urban Development, is seeking to conclude a framework agreement for the provision of inspection and study services for civil engineering works.

The services to be provided include:

- Inspection of civil engineering works, including bridges, tunnels, and other structures.

- Assessment of the condition of civil engineering works.

- Preparation of reports on the condition of civil engineering works.

- Recommendations for maintenance and repair of civil engineering works.

- Studies on the feasibility of upgrading or replacing civil engineering works.

The framework agreement will have a duration of 4 years, with the possibility of extension for an additional 2 years.

The estimated total value of the framework agreement is EUR 5 000 000, excluding VAT.

The deadline for the submission of tenders is 15 March 2023, 12:00 CET.

The tenders must be submitted electronically via the eTendering platform.

The award criteria will be based on the most economically advantageous tender, with a weighting of 70% for the price and 30% for the quality of the services to be provided.

The contract will be awarded to the tenderer who offers the best value for money, taking into account the price, quality, and other relevant factors.

The contracting authority reserves the right to negotiate with the tenderers and to request clarifications or additional information.

The contracting authority reserves the right to reject any or all tenders, if in its opinion, the tenders do not comply with the requirements of the tender notice or if the tenders are not in the best interest of the contracting authority.

The contracting authority reserves the right to cancel the tender procedure at any time, without incurring any liability.

The contracting authority reserves the right to use the services of the successful tenderer for other similar projects, subject to the availability of funds and the approval of the relevant authorities.

The contracting authority reserves the right to modify the terms and conditions of the framework agreement, subject to the agreement of the successful tenderer.

The contracting authority reserves the right to terminate the framework agreement at any time, subject to the agreement of the successful tenderer and the payment of any outstanding amounts.

The contracting authority reserves the right to use the services of the successful tenderer for other similar projects, subject to the availability of funds and the approval of the relevant authorities.
