The European Commission, Directorate-General for Regional and Urban Policy (DG REGIO) intends to conclude a Framework Agreement with one or more Economic Operators for the provision of services related to the implementation of the European Territorial Cooperation Programmes (ETCPs) for the period 2021-2027.

The estimated total value of the Framework Agreement is EUR 3 000 000,00 (exclusive of VAT).

**II.1.1) Pirkimo aprašymas**

Pirkimo aprašymas:

The services consist of the provision of technical assistance to the Managing Authorities and Joint Secretariats of the ETCPs for the period 2021-2027. The technical assistance will cover the following areas:

- Support to the implementation of the ETCPs, including the preparation of programme documents, monitoring and evaluation, and capacity building;

- Support to the management of calls for proposals, including the evaluation of project proposals and the monitoring of approved projects;

- Support to the communication and promotion of the ETCPs, including the development of communication strategies and materials, and the organisation of events;

- Support to the preparation and implementation of joint actions and initiatives, including the development of joint action plans and the coordination of joint activities;

- Support to the preparation and implementation of the ETCPs' financial management, including the development of financial management systems and the monitoring of financial performance.

The Framework Agreement will have a duration of 60 months, starting from the date of signature. The Framework Agreement will be divided into 5 lots, each corresponding to a specific geographical area covered by the ETCPs. The lots are as follows:

- Lot 1: Interreg Baltic Sea Region Programme

- Lot 2: Interreg Central Europe Programme

- Lot 3: Interreg North Sea Region Programme

- Lot 4: Interreg North-West Europe Programme

- Lot 5: Interreg South-East Europe Programme

The services will be provided in the following languages: English, French, German, and any other language as required by the specific ETCP.

The award of the Framework Agreement will be based on the most economically advantageous tender from the point of view of the contracting authority, in accordance with the criteria set out in the tender specifications.
