Šī līguma mērķis ir nodrošināt tehnisku palīdzību, lai pastiprinātu Institucionālās, administratīvās un operatīvās spējas, kā arī palīdzību Manāģerēšanas autoritātei, Finanšu pārvaldības starpinstituciām, Finanšu saņēmējiem un citiem iesaistītajiem interesentiem, kuri ir iesaistīti IPA III Operatīvā programmas "Eiropas Savienība Digitālajai ekonomikai un sabiedrībai 2024–2027" realizācijā Albānijā. Atbalsts ietver, bet nav ierobežots ar, institucionālo un administratīvo pastiprināšanu, kapacitātes attīstības aktivitātes, projektu un iegādes dokumentācijas sagatavošanu, ieskaitot aicinājumu dokumentus, palīdzību efektīvai programmās monitorēšanai, novērtēšanai un ziņošanai, palīdzību iegādes un līgumu pārvaldības procesos, kā arī komunikācijas un redzamības aktivitāšu organizēšanu, kas saistītas ar Programmu.
