Bulgārija – Elektrība – “Доставка на електрическа енергия за нуждите на Община Кюстендил, по две обособени позиции”

TED Notice Subject: Supply of net active electrical energy for the needs of Kjustendil Municipality, selection of a coordinator of a standard balancing group, provision of a consumption forecasting service, preparation and submission of commodity schedules by the balancing group coordinator, assumption of balancing responsibility and all activities related to participation in the liberalized electricity market of the Contracting Authority. The Contractor shall provide a combined service - sale of electricity and payment of the services "access to and transmission through the electricity transmission and/or distribution network" and "balancing responsibility". As a "coordinator of a standard balancing group", the Contractor shall assume the responsibility for balancing the objects of the Contracting Authority, include the Contracting Authority as a participant (indirect member) in a standard balancing group with the Contractor as the coordinator, without the Contracting Authority paying a participation fee, and ensure forecasting of the Contracting Authority's consumption, including administration of the Contracting Authority's hourly consumption schedules. Based on the above, a contract for combined services will be concluded with the Contractor in accordance with Art. 11, para. 10 and the conditions of Art. 20 of the PTEE /Rules for Trading in Electricity/. The Contractor shall comply with the provisions of the Energy Act (EA) and the subordinate normative acts related to the subject of the order, as well as the instructions of the Electricity System Operator, so as not to be removed from the balancing energy market. The Contractor shall supply the required quantity of electrical energy within the specified deadlines, performing all necessary actions to ensure the execution of the order. The Contractor shall ensure forecasting of the consumption of the Contracting Authority's objects and shall plan and agree on specific quantities of electrical energy, in accordance with the PTEE. If necessary, the Contractor shall register the unregistered objects of the Contracting Authority on the electricity market and shall perform the necessary actions for changing the balancing group coordinator, in accordance with the applicable legislation. The subject of the order under separate position No. 1 also includes the introduction of a system for remote measurement and monitoring of electrical energy consumption in 6 (six) selected objects/measurement points of the Contracting Authority. As a result of the energy monitoring system for the objects: the specific opportunities for reducing energy consumption will be determined; the Contracting Authority will acquire a tool for technological modernization as it will have an additional source of information about the current state of the objects, in the context of introducing solutions with an ecological effect; possibility to track consumption and receive various types of notifications (notifications). In the event of a change in the price for "obligation to society", the fees, surcharges, contributions and taxes to the price of electricity, as well as the introduction of new obligations and/or components to the price of the producer and/or trader, imposed by the Energy and Water Regulatory Commission (KEVR) and/or by another competent authority, as well as in the event of a change in the legislation related to these issues, the parties to the contract for the assignment of the order are obliged to comply with the changes, as the new obligations and/or components will be added automatically and paid additionally to the total forecast value of the contract from the date of entry into force of the change. According to the Energy Act of the Republic of Bulgaria, Chapter Nine, Section IV "Distribution of Electrical Energy", the Operator of the Electricity Distribution Network is obliged to ensure consumers with uninterrupted electricity supply and quality of the supplied electrical energy, maintenance of the electricity distribution network, measurement of electrical energy in the electricity distribution network, as well as all other services related to the licensed activity.
