The purpose of this contract is to develop a Digital Twin of the gas network, which is a digital replica of the physical gas network, including all relevant data and information, such as the network's topology, assets, and operational data.

The Digital Twin should enable:

- Real-time monitoring and simulation of the gas network's behaviour under various conditions.

- Identification of potential issues and optimisation of maintenance activities.

- Improved decision-making processes for network expansion, upgrades, and repairs.

- Enhanced situational awareness and emergency response planning.

- Integration with other digital tools and systems used by the gas network operator.

The Digital Twin should be developed using state-of-the-art technologies, such as the Internet of Things (IoT), big data, artificial intelligence (AI), machine learning (ML), and advanced visualisation techniques.

The contract should include the following main tasks:

1. Data collection and integration: Gathering and integrating all relevant data and information about the gas network.

2. Digital Twin development: Creating the digital replica of the gas network, including its topology, assets, and operational data.

3. Model validation and verification: Ensuring the accuracy and reliability of the Digital Twin model.

4. User training and support: Providing training and support to the gas network operator's staff on how to use the Digital Twin.

5. Maintenance and updates: Providing regular maintenance and updates to the Digital Twin to ensure its continued accuracy and relevance.

The contract should have a duration of 36 months.

The estimated value of the contract is EUR 1 500 000 (excl. VAT).

The deadline for the submission of tenders is 15.03.2024 at 12:00 (CET).

The contract will be awarded to the tenderer who offers the best value for money, taking into account the following criteria:

- Technical quality (50%)

- Price (30%)

- Experience and qualifications (20%)

The contract will be governed by the applicable EU public procurement rules and regulations.

The contract will be subject to the following conditions:

- The contractor must comply with all relevant EU and national laws and regulations.

- The contractor must ensure the confidentiality and security of all data and information related to the gas network.

- The contractor must provide regular progress reports and updates to the gas network operator.

- The contractor must obtain all necessary permits and approvals for the development and operation of the Digital Twin.

- The contractor must ensure the interoperability and compatibility of the Digital Twin with other digital tools and systems used by the gas network operator.
