Bevoordeelde exploitanten moeten programma's van zelfmonitoring uitvoeren en de resultaten doorgeven aan het Bureau voor Milieutoezicht (OEE). In het kader van zijn regulerende functies voert het OEE een jaarlijks programma van onafhankelijk toezicht uit om de betrouwbaarheid van de zelfmonitoring door exploitanten te beoordelen en om openbaar vertrouwen te bieden. De EPA wil, door middel van een concurrentietender, het programma van onafhankelijk luchtuitstootmonitoring voor de periode 2027 - 2029 inkoop.
