Norvégia – Építési munkák – Prequalification: Cable trenches and land roof Fitjar - Tysnes and Austevoll - Tysnes

The Contracting Authority wishes to enter into a contract with a contractor for: - Establishment of cable trenches and landfalls in connection with a new subsea cable connection between Fitjar and Tysnes. - Establishment of cable trenches and landfalls in connection with a new subsea cable connection between Austevoll and Tysnes. A more detailed description of the relevant projects is, inter alia, included in Part II of the Contract Documents. For further details, reference is made to the other procurement documents, including the technical description, bills of quantities, maps and drawings, etc. For a more detailed description of the estimated contract start, progress schedule, and deadlines, reference is made to Chapter E of the Contract Documents. Important information regarding access to the procurement documents: It is specified that Part II of the Contract Documents with appendices (technical tender documentation) contains power-system-sensitive information that is subject to confidentiality pursuant to the Energy Act and the Power Preparedness Regulations. In order to obtain access to the relevant documents, interested suppliers must complete and sign Appendix 1 (Information Security Agreement) and Appendix 2 (Non-Disclosure Declaration). The signed documents shall be submitted in the message portal in Mercell. After the Contracting Authority has received the signed Information Security Agreement and Non-Disclosure Declaration, the supplier will be sent Part II of the Contract Documents with all appendices (technical tender documentation). Implementation of the projects is conditional upon the necessary approvals being in place in accordance with the Contracting Authority’s expectations. This includes, inter alia, board approval of agreements, licenses and other permits, including landowner agreements, etc. If these conditions are not met, the Contracting Authority reserves the right to cancel the competition. It may also be relevant to amend the tender documents if licenses or other permits are delayed or are not granted in accordance with the Contracting Authority’s prerequisites. Such changes may, inter alia, include adjustments to the contract start date, deadlines, implementation plan and contract period, as well as other adaptations. This may, inter alia, entail postponement of the contract period, which may also affect the construction period. Any changes will be communicated in writing to the remaining suppliers in the competition. The suppliers will then be given an opportunity to adapt their tenders, or, as the case may be, submit a revised tender within a specified deadline. The Contracting Authority reserves the right to reduce the number of tenders to be negotiated. An initial reduction in the number of tenders may take place already prior to the negotiations, cf. the Utilities Regulations section 19-12 (4).
