1. Context and Damage Assessment

The CBS building complex at Solbjerg Plads has, since its construction around the year 2000, been affected by leaks in the facades and roof. Water ingress has been identified in parts of buildings A, B, and C facing south, as well as in buildings D and F. At present, no water ingress has been recorded in the other parts of the building complex.

The Danish Technological Institute has conducted physical inspections and analyses of the roofs and facades at various locations in the buildings during the period 2022–2024. The investigations have revealed construction defects that can be attributed to the buildings' construction. Significant degradation of organic materials and joints in the facades has also been noted. The conditions do not pose an immediate structural risk but entail an increased forward-looking risk of further water ingress in the building sections that are not renovated.

2. Scope and Contract Type

The task is offered as a total enterprise, where the Total Contractor has overall responsibility for design and execution within the framework and functional requirements set out in the tender documents.

This tender includes the design and improvement of selected parts of the facades and roofs of the CBS building complex at Solbjerg Plads.

The task involves a renovation project that must be carried out while the buildings are in operation. This places special demands on planning, coordination, and management of the work's execution, so that the work is completed on time, to the agreed quality, and with the fewest possible inconveniences for the building's users.

3. Early Contractor Involvement and Phase Division

The contract is carried out with early contractor involvement and is divided into two phases:

Phase 1 – Design of all stages and execution of stage 1

In Phase 1, the Total Contractor designs all stages (stages 1–4). Furthermore, stage 1 is executed. The design and execution are based on the Total Contractor's fixed-price offer, which covers both phases and all stages.

Phase 2 – Adjusted design and execution of stages 2–4

Phase 2 includes any correction and adjustment of the project material for stages 2–4 based on the experiences from the execution of stage 1, as well as the subsequent execution of these stages.

The client expects that the early execution of stage 1 will generate valuable knowledge that can be used to optimise both the design, planning, and execution of the remaining stages.

4. Knowledge Transfer and Decision Basis for Phase 2

Before initiating Phase 2, the Total Contractor must account for the possibilities for optimisation and integration of experiences from stage 1, including describing the economic and time-related consequences of any adjustments.

Based on this, the Total Contractor submits a bid regarding:

- correction and adjustment of the project material for stages 2–4, and

- execution of Phase 2.

The bid must be submitted based on the unit prices that appear in or can be derived from the Total Contractor's original bid. Phase 2 is only initiated after the client's written acceptance of the bid.
