Aanbesteder are a Port Community Systeem, further referred to as the North Sea Portal, which provides a single user-friendly access portal to the port community to streamline their (nautical) logistics processes and the associated digital services and information exchange. This port community includes the direct customers of North Sea Port, service providers such as shipping agents and other stakeholders. The objective of this procurement is to contract one contractor for the provision of the service for the design, development and maintenance of the North Sea Portal. The contract includes both the realization and the management and further development of the platform. The realization is carried out as a result-oriented phase with pre-agreed deliverables and acceptance criteria. The realization phase is completed with acceptance by the contracting authority. The management and maintenance phase begins at the moment the platform is accepted by the contracting authority and goes into production. From that moment on, the agreed service levels apply.
