**Objective:**

The objective of this call for tenders is to strengthen the capacity of the Ministry of Public Works, Housing and Water Resources (MOPHWR) in Mozambique to manage and mitigate disaster risks through the development of a National Loss and Damage Data System. The system will support evidence-based decision-making, improve disaster risk management, and enhance the resilience of communities and infrastructure.

**Scope of Work:**

The contractor will be responsible for the following tasks:

1. **Assessment and Planning:**

- Conduct a comprehensive assessment of the current data management systems and capacities within the MOPHWR.

- Develop a detailed project plan outlining the steps required to implement the National Loss and Damage Data System.

2. **System Development:**

- Design and develop a robust and user-friendly National Loss and Damage Data System.

- Ensure the system is interoperable with existing data management systems and platforms.

3. **Capacity Building:**

- Provide training and capacity-building workshops for MOPHWR staff and other relevant stakeholders.

- Develop user manuals, guidelines, and other supporting documentation.

4. **Implementation and Monitoring:**

- Implement the National Loss and Damage Data System.

- Monitor the system's performance and provide regular updates and reports to the MOPHWR.

- Conduct regular maintenance and updates to ensure the system remains functional and up-to-date.

5. **Evaluation and Reporting:**

- Evaluate the effectiveness of the system in supporting disaster risk reduction efforts.

- Prepare comprehensive reports on the system's impact and provide recommendations for future improvements.

**Eligibility Criteria:**

Bidders must meet the following eligibility criteria:

1. **Technical Expertise:**

- Proven experience in developing and implementing data management systems for disaster risk reduction.

- Demonstrated expertise in capacity building and training in the field of disaster risk management.

2. **Financial Capacity:**

- Evidence of financial stability and the ability to complete the project within the specified budget and timeline.

3. **Legal Compliance:**

- Compliance with all relevant laws, regulations, and standards in Mozambique and the European Union.
