**SUBJECT AND SCOPE. Contracting Authority. The public procurement has as its subject: "Delivery of a computer tomograph, installation, commissioning and training for work with the system, for the activity of UMBAL Prof. Dr. Stoyan Kirkovich AD. The contracting authority of the public procurement, according to Art. 5, para. 2, item 16 of the Public Procurement Act (ZOP), is Prof. Dr. Yovcho Yovchev, MD - Executive Director of University Multiprofile Hospital for Active Treatment Prof. Dr. Stoyan Kirkovich AD, with address: Stara Zagora, ul. "General Stolenov" No. 2. The subject of the procurement includes the following main and ancillary activities, necessary in connection with the execution: 1. Delivery; 2. Installation; 3. Commissioning. 4. Training for work on specialists of the Contracting Authority; 5. Warranty service; The full description of the requirements of the contracting authority is indicated in the Technical Specification to the documentation for the public procurement, as the contracting authority envisages the delivery of one device and the minimum quantity and type of its elements are: Gantry; Data acquisition system, consisting of an X-ray tube and detector; Patient table; Self-positioning system using artificial intelligence; Acquisition console; Acquisition, image reconstruction and radiation dose reduction functions; Server solution for processing images acquired from the computer tomograph - minimum 3 users with floating licenses of the software; Accessories. The public procurement is not divided into separate lots. Motives: The subject of the present public procurement is not divided into separate lots, given the specificity of the procurement – the delivery is of one device, the components of which do not imply separate deliveries, therefore, with regard to the main objective of the ZOP for achieving efficiency in the expenditure of public funds, it is not appropriate for it to be divided into separate lots, since an optimal result for the execution of the delivery, including the presence of warranty support, is sought. If anywhere in the technical requirements set for the equipment a specific model, source, process, trademark, patent, type, origin or production is indicated, it should always be read and understood as "or equivalent". The contracting authority will accept an equivalent, as the burden of proof for proving equivalence is on the participant. In compliance with the provision of Art. 48, para. 2 of the ZOP, it should be considered added "or equivalent" wherever in the documentation and/or technical specification for the present procurement a standard, specification, technical assessment or technical approval is indicated, as well as when a model, source, process, trademark, patent, type, origin or production is indicated. The contracting authority will not exclude offers that contain parameters exceeding its minimum requirements. The procurement includes delivery, installation, configuration and testing, commissioning, training of personnel and warranty support of the device. The equipment must be factory new, unused, non-demonstration, produced in 2026g. **SUBJECT OF THE CONTRACT:** The subject of the present public procurement is "delivery" within the meaning of Art. 3, para. 1, item 2 of the ZOP. **Legal basis for opening the procedure:** Art. 20, para. 1, item 1, in connection with Art. 18, para. 1, item 1 of the ZOP **Deadline for execution of the contract:** The delivery is executed after receipt by the Contractor of the assignment letter from the Contracting Authority, with the maximum delivery period not being longer than 180 calendar days. If necessary, the equipment may be left in responsible custody until the preparation of the premises in which it will be installed and put into operation. **Place of execution:** The place of execution of the contract is the seat of the contracting authority: Stara Zagora, ul. "General Stolenov" No. 2. **Estimated value.** The total estimated value of the contract is 1,962,750.00 euros without VAT and 2,355,300.00 euros with VAT. The estimated value of the contract was determined through two market consultations carried out in accordance with Art. 44 of the ZOP for determining the estimated value of a public procurement with the subject: "Delivery, installation, commissioning, training of personnel for specialists for working with a multi-slice spiral computer tomograph and its warranty support and maintenance, necessary for the activity of UMBAL Prof. Dr. Stoyan Kirkovich AD", with UIN in ROP of AOP T597462 and with the subject: "Delivery of a computer tomograph, installation, commissioning, training of specialists for working with it and warranty support and maintenance, necessary for the activity of UMBAL Prof. Dr. Stoyan Kirkovich AD" UIN in ROP of AOP T606180, as well as taking into account the envisaged values for financing the execution of the contract under the programme indicated below. The announced estimated value is the maximum financial threshold. Offers that exceed the indicated estimated value will be excluded from the procedure. The estimated value of the contract is a comparable value within the meaning of Art. 72, para. 1, item 2 of the ZOP. **Financing.** The contract is co-financed with funds under Administrative Contract No. from ISUN-BG16FFPR003-4.006-0028-S01 "Support for production investments in UMBAL Prof. Dr. Stoyan Kirkovich AD Stara Zagora for the provision of non-repayable financial assistance under the programme "REGIONAL DEVELOPMENT" 2021-2027 procedure for selection of project proposals BG16FFPR003-4.006 "Support for production investments in large enterprises in the region of Stara Zagora". **Validity period of offers:** The validity period of the offers is 6 (six) months, counted from the deadline for receipt of the offers. The contracting authority may request from the participants to extend the validity period of the offers until the conclusion of the contract; A participant will be excluded from participation in the procedure for awarding the present public procurement if, after invitation and within the period determined in it, he does not extend the validity period of his offer.
