JobCenter Essen are in need of support from trained and certified language and integration mediators for appointments with newly arrived SGB II applicants, which goes beyond a pure interpreting activity. Clarifying complex issues, making binding arrangements, conducting conflict-ridden and/or particularly (culture-) sensitive and socio-cultural conversations, as well as the lack of common language skills, require professional support. Language and integration mediators help the employees of JobCenter Essen in their professional work and thus eliminate conflict situations. Type of language mediation service: Consecutive interpreting and negotiation interpreting: Time-delayed, oral translation of conversations with guests, customers and clients of the contracting authority from the respective foreign language into German and vice versa. It is assumed that texts (forms, letters, etc.) will also be translated orally if the reason for the deployment requires or facilitates the deployment. The language mediators participate directly in the conversation and translate the language taking into account socio-cultural backgrounds. The implementation period begins on 01.01.2027 and ends on 31.12.2027 (see also Lot and Price Sheet). Individual orders for language mediation take place from Monday to Friday, usually between 8 am and 3 pm, during the opening hours of the JobCenter locations. The contents of the service are prescribed as a minimum standard and are to be integrated accordingly in the overall concept. If, during the ongoing service or a possible option draw, an adjustment of the individual contents is necessary, an adjustment by agreement between the contractor and the contracting authority is possible. JobCenter Essen currently has various locations in the city of Essen. During the opening hours of the various locations of JobCenter Essen, the specialists of JobCenter can commission language mediators for individual orders for the following situations: - Complex issues need to be clarified - Binding agreements may need to be made - Conflicting and/or particularly (culture-) sensitive conversations need to be conducted - Specialised interpreting is required - Socio-cultural background knowledge needs to be conveyed - Country-specific differences need to be explained - Compensation for communication failures is required - It is considered that it is not helpful or possibly even obstructive to involve relatives, acquaintances or voluntary support. The conversations take place either in the consultation offices of the respective locations or in the offices of the JobCenter employees. Since JobCenter does local community work and employees have to conduct consultations at events or at local community work appointments, individual orders for local community work may also be necessary. These are made via the booking system and are remunerated in the same way as the other individual orders. Generally, this involves supporting customer conversations in the area of SGB II benefit applications, benefit matters or general matters in the area of job placement. The language mediators support the employees of JobCenter Essen in communicating with people with a migration background through expert interpreting and mediation of socio-cultural issues on site. In individual cases, conversations may also take place in the premises of the German Pension Insurance (DRV) in 47051 Duisburg. This involves supporting customer conversations to clarify earning capacity. In addition, language mediators can also be connected in the event of telephone conferences to the scheduled customer conversations in the area of SGB II benefit applications, benefit matters or general matters in the area of job placement, provided they are booked in advance. The language mediators then conduct the conversations in the case of telephone conferences in the premises of the contractor for data protection reasons. For the commissioning, the provider makes a suitable booking procedure available to all specialists of JobCenter Essen, which is to be explained within the framework of the concept. Appointments can be booked by the specialists of JobCenter Essen for 30 minutes or 60 minutes. In exceptional cases, an appointment can also be booked for more than 60 minutes, and billing is made for each additional quarter-hour started. The lead time for booking is usually at least 3 working days. Confirmation of the appointment by the contractor is required. Cancellation of the booked service is free of charge up to 24 hours before the appointment.
