Context and Problem Statement: DEHSt has been operating end-to-end digitized specialist procedures for approximately 20 years. Central components of the IT landscape used by DEHSt are in a phase of renewal. The number of software artifacts to be developed by DEHSt is continuously increasing – deadlines are becoming increasingly tight and parallelization and complexity are increasing. Several legacy systems also need to be completely replaced. To remedy this, DEHSt has developed a Software Development Kit (SDK) consisting of software and extensive documentation, for example, for commissioning a test and integration environment. The aim of the SDK is, on the one hand, to carry out a technological renewal and, on the other hand, to significantly increase the development speed while maintaining standards. The SDK provides documentation, software libraries, several independent services for the centralized control (workflow control) of the specialist applications, as well as a basic and an example application, which integrates into the existing software and process landscape of the DEHSt (i.e. addresses existing central services, the so-called "DEHSt Platform"). The SDK and the DEHSt Platform are based on a separation of frontend (AngularJS, NgRx, Material), backend (Spring-Boot), distributed web services and a build path in GitLab as well as a scalable operation on a container basis (Docker Images on RedHat OKD).

Project Goal and Scope: This procurement measure will award a framework agreement with a duration of 4 years. The framework agreement can be extended twice by one year each. The project is to cover the development and maintenance of the entire Software Development Kit (SDK) as well as the development of specialist applications based on it. We distinguish between three related but parallel areas of work: 1) Lot 1: SDK maintenance and management 2) Lot 2: New development of specialist applications 3) Lot 3: Migration and replacement of legacy systems. The goal for the SDK team is to increase the benefit for case processing, but also to positively influence the development duration of the development teams. For the development teams, the goal must be to develop a high-quality application in as short a time as possible, based on a worked-out specification.
