**Context and Current Situation:** According to the comprehensive system agreement, the current supplier will produce district heat until 30.9.2027. The participation request includes a map of the heating network and buildings. **Objective and Target Model of the Procurement:** Sansia Oy is tendering the procurement for the supply of heat energy to the Peltoniemi campus area of the Ylä-Savon Educational Consortium. The procurement includes a technical description of the solution and a preliminary commissioning plan. The solution can be a centralized heating system, a hybrid system, or a decentralized system. The solution must not cause the Client significant costs, for example, integration into the existing heating network. The commissioning plan must consider the schedule and tasks for implementing the new building required by the solution, including permit processes. The relocation plan takes into account uninterrupted heat distribution in the area during the measures, using the Client's current backup heat source, and the relocation/construction measures are scheduled for the summer of 2027, when the heat production capacity is at its lowest (for water use needs). The heat energy must be based primarily on renewable energy sources. The system can also use non-renewable energy as part of backup heat production, peak load coverage, or usage situations where it is technically justified or necessary for delivery security. At this stage, the procurement does not exclude individual energy sources or technical solutions, provided the overall solution meets the procurement's requirements for renewability, delivery security, and environmental objectives. The heat energy measurement point will be at the heat center/heat centers. The required heat energy will be purchased after measurement at a base price of EUR/kk and an energy price of EUR/MWh. The annual energy requirement is 1600 - 2000 MWh and the peak capacity of the equipment to be renewed is at least 700 kW. Backup energy production is included in the procurement and must be located in the same building or in the immediate vicinity of the main equipment so that delivery security can be ensured. If implementing the solution requires placing a building or facility on the Client's land, a separate land lease agreement will be made, specifying the lease period, compensation, and responsibilities for restoring the area upon the agreement's termination. The details will be discussed as part of the negotiation process, and proposals will be submitted during the tender phase. During the participation and negotiation phases, the candidate may propose several alternative solution concepts as a basis for negotiations. In the final tender phase, each bidder will submit one (1) final bid based on the solution refined during the negotiations. The preliminary solution proposal in the competitive dialogue procedure is the bidder's first, partially incomplete proposal for implementing the procurement. Its purpose is not to be the final bid but to serve as a basis for negotiations, through which the needs of the procurement unit are clarified and the best possible overall solution is found. The preliminary solution proposal must be at a sufficient level to initiate negotiations, but it is not required to contain final technical or commercial solutions. **Supplier's Responsibilities:** Commissioning and relocation planning of the offered solution as well as implementation from the old to the new system, production, delivery security, backup heat, measurement, and reporting (to the Client). **Client's Responsibilities:** Contract interfaces, ownership/maintenance of the heat network. The estimated annual value of the procurement is approximately 150,000 Euros (VAT 0%). The Client is not committed to the estimated annual value. The planned start date of the contract is 1.10.2027. The contract is initially valid for at least 12 years, after which the contract continues indefinitely, which can be terminated by giving written notice with a notice period of twelve (12) months. The procurement description may be clarified in the final tender invitation sent after the negotiations.
