**CONTEXT AND PURPOSE**

Varsinais-Suomen hyvinvointialue (VARHA) organizes a tender for the procurement of a comprehensive laboratory analysis solution and invites interested parties to participate in the tender, which will be carried out through a negotiated procedure as described in more detail below.

**PURPOSE OF THE PROCUREMENT**

The procurement aims to renew the automation system of the Tyks Kantasairaalan Päivystys- ja automaatiolaboratorion (including a two-way automation line and pre- and post-analytical phases), to which chemical and immunochemical analysis is attached. Additionally, the procurement will renew HbA1c analysis, the chemical and immunochemical analysis of the Tyks Salon sairaalan laboratory, and the chemical analysis of the Tyks Loimaan and Vakka-Suomen hospitals. The procurement also includes, as a mandatory option, the infectious serology tests listed in the appendix "Requirements for the test menu and method specifications" to be analyzed by the Päivystys- și automaatiolaboratorion automation system. **PROCUREMENT PROCEDURE**

The procurement procedure used is the negotiated procedure in accordance with Section 34 of the Act on Public Procurement and Utilisation Contracts 1397/2016 (hereinafter "the Procurement Act"), as described in more detail in the section "Additional information on the procurement or part of it" of the invitation to participate. For clarity, it is stated that the purpose of the negotiated procedure is to negotiate the requirements, conditions and definitions set out in the procurement documents. However, the procurement cannot be fundamentally different from what has been presented in this invitation to participate and its appendices. The negotiations may, for example, negotiate the contractual conditions of the procurement and the requirements of the purpose of the procurement. For clarity, it is stated that the minimum requirements can be added, but not removed, through negotiations. No remuneration will be paid to candidates for participating in the procurement procedure or for drafting a tender.

**SELECTION OF CANDIDATES FOR THE NEGOTIATED PROCEDURE**

A maximum of 3 candidates will be selected for the negotiated procedure. If there are more than 3 candidates who meet the suitability requirements, the procurement unit will select the candidate based on the evaluation criteria mentioned in the reference form attached to the invitation to participate.

**DIVISION OF THE PROCUREMENT INTO PARTS**

The procurement unit has assessed that it is not possible to carry out the procurement in separate parts (i.e. divide into parts) in this procurement, as the purpose of the procurement forms a technically, functionally and qualitatively interrelated service entity, the division of which into several independent service providers would cause significant operational and contractual risks and would essentially increase the need for management and coordination of the procurement entity.
