Havenbedrijf Rotterdam (HbR) are responsible for more than 160 km of slopes. Approximately 30 km of these are slopes made of penetrated broken stone. The management of these slopes is handled by the Asset Management (AM) Constructions & Dredging department. New construction or large-scale projects are handled by the Port Development (PD) department. The inspections of the slopes are carried out in-house, thereby monitoring the technical condition. The slopes in the Rotterdam port area are steep and robust with a durable lining, as HbR seeks the boundaries between protecting its banks, providing maximum space for water, and optimal land allocation for its customers on the land side. Based on the use of the harbour basins and the available space, Asset Management chooses the most optimal possible lining type. The three most common lining types in the Rotterdam port are:

1. Dumped stone: approximately 50 km

2. Block stone: approximately 80 km

3. Penetrated broken stone: approximately 30 km

For each location, HbR makes an assessment of the type of slope lining to be applied. HbR wishes to conclude a framework agreement with one expert Contractor for the maintenance, repair and installation work by means of penetrated broken stone. The advantages of penetrated broken stone are high load-bearing capacity, long lifespan and limiting environmental risks in the event of oil spills.
