Norway – Guard services – Security guard services for the Bergen port by Skolten and Dokken.

Background The Port of Bergen needs to establish a new framework agreement for security guard services at the port facilities Skolten and Dokken. The procurement will be carried out as the current agreement expires and there is a need to ensure the continuation of a critical service through a new competition. The security guard services are a central part of the harbour ́s total security and operation system. The service shall support port security in accordance with current requirements, contribute to safe and controlled access to the installations and ensure uniform practice and quality across the relevant locations. The Port of Bergen needs a robust and predictable delivery that can handle both ordinary operations and situations with increased security needs. It is also important to have good interaction with the harbour ́s existing systems for monitoring and access control, as well as appropriate use of digital systems that strengthen situational comprehension, documentation and event management. Description of the assignment The procurement is for the provision of security guard services for bergen harbour at Skolten and Dokken, as well as accompanying contingency and additional services as needed. The delivery shall cover 24 hour security guard services and it shall include both stationary and mobile assignments. The assignment includes, among other things, gate guard and access control, standard security guard services, mobile patrols, roaming rounds, inspections of port facilities and quay fronts, CCTV monitoring as well as handling incidents and deviations. The service shall contribute to efficient inspections of persons, vehicles and goods and support the harbour ́s need for safe and stable operative operation. Furthermore, the delivery shall include stand-by for turn-outs, ability to quickly scale up incidents and an option for an increase in staffing at raised maritime security level. The security guard service shall be carried out with good system support and interaction in the port ́s own systems, including digital event log and traceable reporting. Delivery with relevant competence is requested within port security and the ability to take care of both daily security work and special needs connected to port operations.
