Rouen Normandie Metropolitan Area is looking to acquire secure bicycle parks, in which users will be able to access a secure bicycle parking space, by subscription or hourly ticket. The expected equipment must be of high quality and aesthetically pleasing so as to satisfy the landscape integration and thus meet the requirements of the French Building Architects (ABF). These bicycle parks must be interoperable with the global access management solution (software: back and front office and hardware: access control equipment, cylinder...) provided by the Metropolitan Area as part of a contract for the management, operation and commercialisation of the secure bicycle parking service "LOVELO parking". The contract must allow for:

- Providing bicycle parks with secure access for the user and energy self-sufficient, powered either by battery or from the low or high voltage electrical network.

- Compatibility of bicycle parks with the software and hardware provided by the Metropolitan Area

- Processing the authorisation requests for the installation of bicycle parks in the public domain, and in particular the requests relating to the regulation of the conservation authority and the police authority.

- Delivering and installing secure bicycle parks at the identified installation sites.
