**II.2.1) Description of the procurement**

The European Parliament is seeking to conclude a framework agreement for the provision of surveillance and guard services for its buildings and facilities in Brussels, Luxembourg and Strasbourg.

**II.2.2) Additional information**

The framework agreement will be concluded for a period of 48 months, with the possibility of a renewal for a further 24 months.

**III.1.1) Conditions relating to the contract**

The performance of the contract is subject to the following conditions:

- The contractor must have a valid security clearance certificate for the relevant category, as required by the European Parliament.

- The contractor must comply with all applicable laws and regulations, including those related to health and safety, and data protection.

- The contractor must provide evidence of professional liability insurance.

**III.1.2) Conditions for participation**

The following conditions must be met:

- The contractor must have a valid security clearance certificate for the relevant category, as required by the European Parliament.

- The contractor must have at least 3 years of experience in providing similar services.

- The contractor must have a valid certificate of good standing from the relevant authorities.

**III.1.3) Conditions for performance of the contract**

The contractor must provide the following:

- A detailed description of the services to be provided, including the number of guards and their qualifications.

- A detailed description of the equipment to be used, including any security technology.

- A detailed description of the training programs to be implemented for the guards.

- A detailed description of the communication and reporting procedures to be followed.

**III.2.1) Information about staff**

The contractor must provide a sufficient number of qualified guards to meet the needs of the European Parliament. The guards must have the following qualifications:

- A valid security clearance certificate for the relevant category, as required by the European Parliament.

- A valid certificate of good conduct.

- A valid first aid certificate.

- A valid certificate of completion of a recognized training program in security and guard services.

**III.2.2) Information about security measures**

The contractor must implement appropriate security measures to protect the buildings and facilities of the European Parliament. The security measures must include:

- Physical security measures, such as access control, surveillance, and patrols.

- Technical security measures, such as alarms, CCTV, and intrusion detection systems.

- Procedural security measures, such as incident reporting and emergency response procedures.
