Denna Projektinformation (PIM) avser upphandlingsprocessen genomförd av Avians ehf. (härnäst “Köpman” eller “Avians”) för förnyelse av AMHS/AFTN Meddelandehantering.

This Project Information Memorandum (PIM) is published in accordance with the EU Public Procurement Directive 2014/24/EU. The purpose of this PIM is to provide information to potential bidders and to invite them to express their interest in participating in the procurement process. The PIM is not a call for tenders and does not constitute an invitation to submit a tender.

This PIM relates to the procurement process by Avians ehf. (hereafter the “Buyer” or “Avians”) for renewal of AMHS/AFTN Message handling solution. The procurement is divided into two lots, Lot 1 and Lot 2. Lot 1 covers the procurement of a new AMHS/AFTN Message handling solution, while Lot 2 covers the procurement of maintenance and support services for the new solution.

The estimated total value of the procurement is EUR 1 500 000 (excl. VAT). The estimated duration of the contract is 5 years. The contract will be awarded to the economically most advantageous tender, as defined in the tender specifications.

The procurement process will be conducted in accordance with the EU Public Procurement Directive 2014/24/EU and the Icelandic Public Procurement Act No. 109/2016. The procurement process will be conducted in two phases: a pre-qualification phase and a tendering phase.

The pre-qualification phase will be conducted through the use of a questionnaire, which will be sent to potential bidders upon request. The questionnaire will be used to assess the technical and financial capacity of the bidders. The pre-qualification phase will be conducted in English.

The tendering phase will be conducted through the use of a tender document, which will be sent to pre-qualified bidders. The tender document will contain the technical and commercial specifications for the procurement, as well as the tender evaluation criteria. The tendering phase will be conducted in English.

The deadline for submission of expressions of interest is 15 October 2023, 12:00 CET. Expressions of interest should be submitted to Avians ehf., via email to [email protected].
