2. Alarm reception service

3. Alarm reception system for the provision of the above service as an in-house operation by the Region. The safety devices referred to in the procurement include various home-delivered safety devices that can enhance the safety of customers living at home. The safety devices to be procured are safety phones and their accessories, a locating safety bracelet, and a solution for communal housing door supervision. The alarm reception service refers to a service where alarms received via safety devices are accepted, an initial assessment of the need for assistance is made, and the request is forwarded to security assistants. The service must operate around the clock, every day of the year. The alarm reception system refers to a system with which the contracting authority can receive alarms from different safety devices and forward them to the security assistants responsible for the task. Lapland Region intends to take the alarm reception service as its own operation according to the initial schedule in the spring of 2028. The Region will procure the alarm reception service until the reception system is taken into use, after which the procurement of the reception service will end. The subject of the procurement is described in more detail in the tender invitation and its appendices, especially in appendix 1 "Description of the subject of the procurement". In the competitive tendering, one supplier will be selected as a framework agreement supplier. Through the framework agreement, the Region will procure safety devices and services from the selected supplier as needed during the contract period. The Region's needs may vary during the contract period, and the tender invitation does not commit to specific procurement quantities. The framework agreement's contract period is initially two years, after which the agreement will continue indefinitely. The procurement unit intends to conclude the contract with the selected supplier immediately after the tender period has ended, the tenders have been compared, the procurement decision has been made, and the objection period has ended. According to the procurement unit's estimate, the time is during October 2026. The schedules for the implementation of equipment changes and other tasks related to commissioning will be agreed upon together with the selected supplier, taking into account the needs of both parties. In addition, the alarm reception system will be procured in its entirety from the selected supplier, including the delivery of the system and its continuous service. The contract for the continuous service of the system is in force indefinitely. The procurement has not been divided into parts, as it is a coherent entity formed by goods and services, the compatibility of all of whose parts must be ensured. For the safety of Lapland Region's customers, it is important that one supplier is responsible for the functionality of the entire entity. The procurement notice has been published for the second time again, as two previous procurement procedures had to be discontinued due to the need to change procurement documents.
