Formålet med indkøbet er at indgå en fælles kontrakt for alle Innovasjon's ansatte og stillinger i Norge, der har brug for en mobilabonnement, der dækkes af arbejdsgiveren. Desuden dække behovet for centraler og administration af Kontrahentens faste nummerrække.
Indkøbet består af 4 komponenter:
