General Description The Contracting Authority The contracting authority for the procurement is Moss municipality. See the moss.kommune.no for information on the municipality. The objective and extent of the procurement. The objective of the procurement is to enter into a framework agreement for purchase of company health services. The procurement ́s estimated value and the maximum value of the framework agreement are in the Competition Terms and Details. Varying assignments from year to year must be expected. See the requirement specifications for a comprehensive description of the procurement. Contract terms The following contract terms will form the basis of the framework agreement: - SSA-R (the framework agreement) with annexes 1-7 and annexes The following contract terms will form the basis for call-offs on the framework agreement, cf. annex 3: - SSA-B (the Assistance Contract) with annexes 1-7 and annexes If a tenderer is to process personal information on behalf of the contracting authority, the parties are obligated to enter into a data processing agreement. Any extension of the tender offer ́s abidance deadline can only occur if the tenderer approves this. eCont. EBevis is used in this procurement to obtain information connected to the qualification requirements and reasons for rejection. Information on arrears from the Norwegian Tax Administration and company information from the Brønnøysund Register Centre is among the information collected. After the tenders have been submitted, the tenderer will receive a request from Altinn for consent for the use of e Proof. The enquiry must be answered in Altinn. If consent is not given, documentation that the contracting authority requests must be sent via the contracting authority's competition tool (Hyyr). Choice of supplier The tenderer will be chosen based on which tender has the best relationship between price and quality. The evaluation model follows in requirement specifications and award criteria. Design and submission of tender offer The tender shall be designed in accordance with information in the tender documentation. Tenders shall be submitted according to the design of the electronic system for submission. The documentation is uploaded in pdf format, unless otherwise specified. Tenders shall be submitted via Hyyr by the tender deadline. Tenders sent in another way will be rejected. Signing with BankID The tender shall be signed electronically by using BankID. Documentation of tax and duty conditions. The chosen tenderer shall submit documentation of compliance with tax and duty conditions. This only applies if the tenderer is Norwegian. The contracting authority can obtain information via e Proof. Alternatively tax and VAT certificates are to be enclosed via Hyyr. The certificate shall not be older than six months calculated from the date of notification of choice of tenderer.
