Irland – Allgemeine und berufliche Bildung – PS3892DPS - Request for Applications to Participate in a DPS for the Provision of Contracted Further Education and Training (FET) Service for the Education and Training Boards (ETBs)

This Dynamic Purchasing System (DPS) is intended to support the procurement of Contracted Further Education and Training (FET) delivery and associated learner services by participating Education and Training Boards (ETBs). The DPS may be used to commission vocational, occupational, technical, professional, employability, workforce development and other education and training programmes that support learner progression, skills development, social inclusion, labour market participation, sectoral development and enterprise needs. Requirements commissioned through the DPS may include accredited and non accredited provision, industry-certified programmes, technical and specialist training, apprenticeship-related supports, digital and green skills initiatives, employability interventions, workforce upskilling and reskilling programmes, and other education and training services that contribute to the objectives of Further Education and Training. The DPS is intended primarily to support the procurement of programme delivery and associated learner services. Such services may include tutor provision, learner supports, programme administration, assessment administration, certification support, employer engagement activities, workplace learning supports and related operational services necessary for successful programme delivery. Where appropriate, requirements may also include the adaptation, contextualisation, enhancement or limited development of programme content, learning materials, assessment instruments and delivery methodologies where such activities are ancillary to, and directly support, the training delivery requirement. The DPS may be used by participating ETBs to support the broader Further Education and Training provision of the organisation and is not restricted to any single programme area, service function or occupational discipline. The DPS is not intended to be used primarily for the procurement of standalone consultancy services, strategic advisory services, policy development, organisational development assignments or research projects where education and training delivery is not the principal purpose of the requirement.
