Norwegen – IT-Dienste: Beratung, Software-Entwicklung, Internet und Hilfestellung – Procurement of tender management tool and contract administration/management (KGV/KAV).

Politiets fellestjenester (PFT), hereafter called the contracting authority, shall enter into a contract for tender management tool and contract administration/management (KGV/KAV). Further details on who the contract applies to, including who is defined as the Customer in accordance with the contract, follows Appendix 1 chapter 2. A complete description of the procurement and delivery is given in the contract with annexes, as well as other information published through our tender management tool (KGV) from Mercell (previously EU-Supply). The procurement shall cover the Contracting Authority ́s need for a comprehensive service within tender management(KGV) and contract administration/management (KAV), with good functionality and associated services. The service shall support the entire procurement process from carrying out market surveys, announcements, tender submission, contract signing and support for contract follow-up and management until a contract has been completed, as well as ensure compliance with the public procurement law and regulations (LOA/FOA), c.f. Appendix 1 chapter 4.2 and 4.6. The service shall be provided as a Software as a Service (SaaS) cloud service, available via a browser without a need for local installation, and with ongoing operation and maintenance, user support, updates and security elements including. The procurement also includes training of the Contracting Authority's users. Training requirements are described in more detail in Appendix 1 chapter 5.7, as well as Appendix 3 Plan for the establishment phase chapter 5. The contracting authority has, in Appendix 1 Annex 1, the Customer ́s requirement table, set requirements for the service. All requirements for the establishment phase are in Appendix 3 Plan for the establishment phase and all service level requirements are in Appendix 4 Service Level.
