The activities included in the scope of the present public procurement are winter maintenance of the municipal road network and snow clearance on the street network in the settlements on the territory of Kubrat Municipality during the winter seasons 2026/2027 and 2027/2028.

1.3.1. For the municipal road network

The activities included in the scope of the separate position of the present public procurement are winter maintenance and snow clearance, ploughing and gritting of the municipal road network on the territory of Kubrat Municipality, as follows:

• Road RAZ - 1060 „Sevar - Terter - II-49“ from km 0+000 to km 8+800;

• Road RAZ – 1062 „Kubrat – Sevar“ from km 0+000 to km 11+517;

• Road RAZ - 1063 „Kamenovo – Ravno“ from km 0+000 to km 5+400;

• Road RAZ – 1065 „Otk. s. Zvunarci“ from km 0+000 to km 3+900;

• Road RAZ – 2064 „Zadruga – Gorichevo“ from km 0+000 to km 5+400;

• Road RSE 2170– 2170 „Cherechevo - Selsav – II-23“ from km 3+540 to km 12+788;

• Road RAZ – 3061 „II-23 - Gorichevo – Bozhurovo“ from km 0+000 to km 9+000;

• Road RAZ – 3067 „Ravno - Pumping station“ from km 0+000 to km 2+000;

Total length: 55.265 km.

The following activities will be carried out during the execution of the present public procurement:

1. Clearing the roads of snow (snow clearance): Winter snow clearance is carried out as needed, at any time of the day. For this purpose, suitable high-pass machines are used. Snow clearance is carried out until conditions for normal traffic flow on municipal roads under winter conditions are ensured. All Rules for road traffic safety and Rules for labour safety must be observed.

2. Ploughing and gritting the road surface: Gritting or ploughing is carried out as needed, at any time of the day. Gritting or ploughing of a specific section of the municipal road network is carried out after notifying the client. Gritting or ploughing is carried out mechanically, observing all Rules for road traffic safety and Rules for labour safety. In order to reduce winter slipperiness on the roads, mineral materials - sand, mixed with salt in a certain ratio according to Ordinance No. RD-02-20-19 of 12 November 2012 for maintenance and current repair of roads, Chapter Four "Types, scope and technology of works for winter maintenance of roads, Technical requirements and rules" and Section Four - "Winter maintenance" of "Technical rules and requirements for road maintenance" (National Agency "Road Infrastructure", Sofia 2009) shall be scattered.

3. Ensuring round-the-clock duty of people and equipment during the winter season.

4. Collection and submission of information on the condition of the road network, the subject of the order during the winter season.

5. Provision and maintenance of telephone connections in the offices of the Contractor for uninterrupted communication with the client.

1.3.2. For the street network in Kubrat town – 37.4 km. The subject of the separate position of the present order are the following activities:

1. Clearing the streets of snow (snow clearance): Winter snow clearance is carried out as needed, at any time of the day. For this purpose, suitable high-pass machines are used. Snow clearance is carried out until conditions for normal traffic flow on the street network of the settlement under winter conditions are ensured. All Rules for road traffic safety and Rules for labour safety must be observed.

2. Ploughing and gritting the street surface of the street network in Kubrat town: Gritting or ploughing is carried out as needed, at any time of the day. Gritting or ploughing of a specific section of the street network in Kubrat town is carried out after notifying the client. Gritting or ploughing is carried out mechanically, observing all Rules for road traffic safety and Rules for labour safety. 3. Ensuring round-the-clock deployment of people and equipment during the winter season.

4. Provision and maintenance of a telephone connection with the Contractor, which must be kept in working order around the clock and on which the client personally or through persons authorized by him, coordinates and controls the actions of the Contractor in the performance of his contractual obligations.

1.3.3. For the street network in the settlements in Kubrat Municipality: Separate position No. 3 s. Belovets – 23 km.; Separate position No. 4 s. Selsav – 13.50 km.; Separate position No. 5 s. Kamenovo – 10.00 km. and s. Ravno – 11.00 km.; Separate position No. 6 s. Savin – 8.9 km.; Separate position No. 7 s. Sevar – 17.4 km.; Separate position No. 8 s. Zadruga – 8.00 km., s. Tochilari – 5.3 km. and s. Gorichevo – 7.9 km.; Separate position No. 9 s. Madrevo – 8.00 km. and s. Terter – 8.7 km.; Separate position No. 10 s. Biserci – 22.3 km.; Separate position No. 11 s. Bozhurovo – 9.00 km.; Separate position No. 12 s. Zvunarci – 10.2 km. and s. Yuper – 18.1 km.
