The Temporary Stay Centre (hereinafter, CETI) of Melilla, located at Circumvalation Road No. 450, Melilla, is configured as a public institution for first reception and of a provisional nature for immigrants, asylum seekers and other forms of protection who access the Autonomous City of Melilla. It belongs to the public network of Migration Centres, attached to the Secretariat of State for Migration through the Sub-Directorate General of Centres and Emergencies of the Migration System and provided for in Articles 264 and following of Royal Decree 557/2011, of 20 April, which approves the Regulation of Organic Law 4/2000, of 11 January, on the rights and freedoms of foreigners in Spain and their social integration, after its reform by Organic Law 2/2009, of 11 December. To fulfil the social integration purposes entrusted to it, it carries out tasks of information, care, reception, social intervention, training, detection of situations of human trafficking and, where applicable, referral, aimed at the foreign population.
