The minimum characteristics required for each category are specified in the CCP. The procurement technique chosen is the Dynamic Purchasing System (DPS): to understand how it works, see the DPS summary sheet. For each specific contract (MS), the bids of the candidates may be scored based on the following criteria:

- Price: 40 to 70%

- Technical value:

- Vehicle mileage: 10 to 20%

- Vehicle age: 10 to 20%

- Options integrated into the vehicle: 5 to 15%

- General condition of the vehicle: 5 to 15%

- Warranty extension: 0 to 20%

- Deadlines: 0 to 20%

- Environmental criteria: 5 to 10%

These criteria are given as an indication and may evolve with each MS.
