The procurement concerns the establishment of a dynamic purchasing system (DIS) for temporary staffing services within municipal healthcare according to the Health and Medical Services Act (HSL). The procurement includes staffing of licensed nurses and other care staff with various specialisations. This may include, but is not limited to, general nurses, specialist nurses with various specialisations, school nurses, specialist nurses in elderly care, occupational therapists, physiotherapists, etc. It is also possible to procure a chief executive, unit manager or other interim management function within healthcare. This DIS is not divided into different tender lots, which means that the tenderer submits a comprehensive application that applies to the entire DIS. At the call-off stage (invitation to tender), it will be specified which type of competence among the staffing personnel is required for the performance of the assignment, and only then can the tenderer choose whether to submit a tender or not. The aim is for the DIS to cover the buyers' needs for temporary staffing services within the occupational field for nurses and care staff when needs arise.
