The subject of the procurement is a project portal (later also a project bank) for the management of the Customs' construction projects, where the Customs' construction project drawings and other materials are stored. The project portal is procured as a SaaS service. The requirements for the subject of the procurement are defined in the tender and its appendices. The Customs procures a ready-made and production-ready system, which can be taken into use as a service for the Customs with very little tailoring. With the project portal, the Customs and its actors related to construction contracts keep information in one place. The project portal must enable the storage of documents related to contracts (approximately 30 simultaneous construction contracts) with user rights restricted, work site diaries, and connection to the electronic tendering system (www.hankintailmoitukset.fi). The procurement includes the commissioning of the project portal and, if necessary, training. The users of the project portal are primarily the Customs' staff and contractual partners (e.g. contractors, designers, consultants, supervisors). In addition, the subject of the procurement may include a small number of related expert services ordered separately in accordance with this tender and its appendices. A security agreement and a procurement agreement currently in force are made with the winning bidder of the tender. Expert work is agreed upon in a purchase and service agreement, within which the assignments are agreed upon separately.
